payoff specialises in socio-economic project and organisational analysis and evaluations. Our evaluations and calculations focus on the social impact of decisions. e.g. how valuable is it in financial and economic terms for society to shorten a process? Has a project/initiative has had a positive social and financial impact?
The benefit of a socio-economic project evaluation is that politicians, policy makers and project managers shall be able to compare the efficiency of different measures both in the short term and the long term. Demands from project steering committees means that not only immediate effects of a project but also future effects are measured. It is important to utilise our shared resources from a socially beneficial investment perspective.
Many of our evaluations today concentrate on society wide benefits. It is not only the project per se that may bring positive effects. It may also have bi-effects. Our evaluations can take these into effect.
Projects are evaluated with a focus on improvement in welfare and sustainability. In these project evaluations we also highlight how well resources has been utilised and how well the co-operation in the project group and with the stakeholders has worked All this with a mind to present the benefits of learning, development and possibilities of a successful implementation.
Our clients are mainly county councils, boroughs and semi-government and government departments. Some of the projects evaluated by us were funded by the European Social Fund (ESF) and usually requires external project analysis. We mainly work evaluating projects in EFS area I and area II.
One way we present the findings is that we develop 'type cases' or 'scenarios'. E.g. what happens if a specific measurement is implemented and what effect will it have after 1, 3 and 5 years? Examples of projects include analysing the process of integrating refugees into society and the impact of integrating disaffected youth into job creation programmes.
